i need a recommendation on a good quality portable dvd player. just a desk kind, does not need to be made for a car.

can a Panasonic - 9" Widescreen Portable DVD Player play video games?

When you say 'play video games' do you mean hook up a game system and display it on the dvd player screeen? If so, the the answer is maybe. It can IF the portable dvd player has video INPUT. Almost all of them have video OUTPUTS but only a few have video INPUTS. So if your Panasonic portable DVD player has video input then yes you can hook up a game system and display it on the screen.
However if you mean take a video game disk and put it in the player and play the game - only if the player supports that and I don't know of any that does.
