J.D.
I'm either looking for a decoder for windows media player or a free similar dvd player.
Answer
I would sugest you get the k lite codec pack because it comes with a dvd decoder (it allows you to play movies through windows media player) and more. I prefer the media player clasic that comes with the pack because it is faster, and supports more file formats including real and quicktime.
A codec pack has codecs for many types for video and audio with this pack there probably wont be a video or movie you can't play because it has it all, and the best part is its free

i need a DVD decoder/player program or software for my pc ( for windows xp)?
i wanna be able to play dvds on my pc, i can only play video clips , you know (Real player, Quick Time..etc) but no dvd player.. where can i find free download for that?
Answer
Real player and Quick Time are only for viewing web content.
You need a special program to be able to view DVD Videos in Windows Media Player like PowerDVD or WinDVD. They don't cost that much. There is one free one that I could find, but I don't know if it's a standalone prog or runs through WMP. However, I've heard some very good things about it. Check it out here:

I hope this helps. Good Luck!
